JD-Source Tool-Context Coverage Handoff

The top-band AI Fluency coverage layer now uses existing JD-aware role-context evidence as source-backed tool context when canonical workflow-tool evidence has not already joined. This resolves the prior 493-row tool-context queue without new embeddings or title-only inference.
